Businesses that buy and sell as well as exchange secondhand items specified in the Secondhand Goods Business Act must have a “sales office” to apply for the license.

In Japan, those who apply to any of the following cannot obtain the secondhand dealer license.
- People with a criminal record
- People underage
- Adult wards/people
under curatorship - People who have had their secondhand dealer license revoked in the past 5 years
- People with no fixed address
- Foreign nationals who are not residents
- Public servants
- Members of an organized crime group
- Does not have a sales office
